No one is suggesting the Police shoot people at random. However, when they do shoot them, especially under Operation Kratos, they are doing their utmost to kill them immediately. "Shoot to kill" is a literal description of the truth: death is not an accidental by-product; it is the express intention, and areas of the body like the brain stem are targetted accordingly.<br /><br />I do not think it is coincidental, reading memoirs of armed policemen, that Police tactics increasingly resemble military ones when they include ex-soldiers with military weapons and gear training with the SAS.
